Description:

This project was highly sensitive and political from the outset, involving numerous stakeholders with opposing views including the Needle Exchange Program (NEP) front line staff, management, NEP clients, neighbourhood groups, and local politicians. The consulting team was successful in bringing together these various together stakeholders to form a steering committee that guided the research process and ensured buy-in to the results. The steering committee met and made decisions at key times throughout including the evaluation design, half way during the field period, during the analysis and during the report and recommendation phase. A consensus process was used throughout the process, particularly around the action plan for next steps. The study involved primary research with Intravenous drug users, a literature review and interviews with international experts.
